About Sisters of Code

Sisters of Code is a non-profit program implemented by IT Academy STEP Cambodia Institute, supported by Lichtenstein Development Service. We work to close the gender gap in technology in Cambodia  by:

  • Running after-school coding clubs for girls across multiple provinces.

  • Providing a Work Readiness Program for young women entering tech and digital jobs.

  • Leading awareness activities that challenge stereotypes and promote girls in tech.


Purpose of the Evaluation

The evaluation will:

  • Assess what results Sisters of Code is achieving for girls and young women (skills, confidence, aspirations, and pathways to further study or employment).

  • Analyse how far the program addresses gender barriers and contributes to norm change.

  • Review the strengths and weaknesses of the current model and partnerships.

  • Provide clear recommendations for a possible next phase and for scaling and sustainability.

The final report is expected by 1 June 2026.


Profile of the Evaluation Team

  • 5–7+ years’ experience evaluating education, skills or youth employment programs with a gender focus.

  • Proven work on girls’ and young women’s empowerment, ideally in STEM or digital skills.

  • Strong mixed-methods skills (surveys, interviews, FGDs, participatory approaches with youth).

  • Experience in Cambodia or similar Southeast Asian contexts; Khmer language capacity or a clear plan for translation.

  • Excellent analytical and report-writing skills in English.

 

What to Submit

  • Short technical proposal (approach, methods, sampling, workplan).

  • Financial proposal in USD (fees, days, fieldwork, translation, workshops, taxes).

  • CVs of key team members.

  • At least two relevant evaluation reports as samples and two references.
