Sisters of Code and CTC Working Group Sign MOU to Drive Inclusive Digital Education

On July 3, 2025, Sisters of Code had the honor of signing a Memorandum of Understanding (MOU) with the Community Tech Centers (CTC) Working Group (WG), duly organized by the Ministry of Post and Telecommunications (MPTC), to promote gender equality and expand access to digital literacy education in Cambodia, in alignment with the strategic objectives and priorities of the Cambodia Pentagonal Strategy.

The MOU was formally signed by H.E. Mao Sela, Under Secretary of State & Head of the CTC Working Group and Mrs. Natalja Rodionova, Director of Sisters of Code, in the presence of Excellencies, distinguished officials, and respective teams. The signing ceremony was also attended by Mr. Pius Frick, Country Coordinator of the Liechtenstein Development Service, Sisters of Code’s valued donor.
This MOU lays the foundation for close collaboration to advance gender equality and enhance digital literacy opportunities nationwide. Through this partnership, Sisters of Code will deliver FREE digital literacy coding clubs under the Sisters of Code Clubs program at three public high schools in Takeo province where CTCs are operational.

H.E. Mao Sela also highlighted the vision behind the CTC initiative, which aims to foster inclusive digital transformation and developing Cambodia’s digital talent. Supported by the exemplary leadership of His Excellency Minister of Post and Telecommunications Chea Vandeth and a dedicated team, the CTC program has been successfully launched in 18 public high schools in Takeo province for the first time.

Mrs. Natalja Rodionova expressed her sincere admiration for His Excellency Minister Chea Vandeth, for his exemplary leadership in promoting nationwide digital inclusion. She also extended her heartfelt appreciation to H.E. Mao Sela and his dedicated teams for their openness to collaboration and their unwavering support, key elements that have enabled the Sisters of Code Clubs to operate in three CTC sites within the province.
Mrs. Rodionova added that Sisters of Code is dedicated to nurturing the digital talents of tomorrow by providing additional learning opportunities for students, enabling them to explore digital literacy and coding in an engaging and supportive environment.
Both Parties share a strong commitment to gender equality in digital education and are determined to break down barriers for girls, young women, and other underserved communities across Cambodia. We look forward with great enthusiasm to the positive impact this collaboration will bring.
